There is an international coalition called the Inter-American Committee against Terrorism (CICTE) formed in 2005 whose goal seems to be focused on stopping attacks made by Islamic fundamentalists than stopping Colombian guerillas. The “3+1 group on Triborder Area Security” is a group that is sponsored by the governments of Argentina, Brazil, and Paraguay and in 2002, invited the United States to join. Their goal is to stop crimes like money laundering, kidnapping, fraud, and most commonly, drug smuggling which go on across the borders of the three South American countries.
The international community outside the western hemisphere knows about but does little to stop the kidnappings in Colombia. It is an issue that is addressed in the United Nations and the European Union but unless a citizen of an outside nation (like Ingrid Betancourt)is kidnapped, very little action is taken. One of the largest problems is that it is almost impossible to differentiate a Colombian soldier from a drug smuggler, kidnapper, or murder as often, one man might be all three. Where does one send money or munitions or troops in this case?
